The Voice to Parliament Animation Series
WA Legal Services engaged 1 Minute Media to produce a 2D explainer animation series supporting the Yes campaign for Australia’s nationally significant, federally funded 2023 Voice to Parliament referendum.
The series included adaptations into five First Nations languages, helping communicate complex referendum information with cultural sensitivity to Aboriginal and Torres Strait Islander communities across remote Western Australia.
“The entire project was handled efficiently, effectively and with a great deal of cultural sensitivity by Vanessa and her skilled team. We were over the moon with the final result, which was delivered with an incredibly tight turnaround, utter attention to detail and truckloads of artistic flair.
We cannot recommend 1 Minute Media enough for any project regardless of size or scope.“

Mission
WA Legal Services partnered with 1 Minute Media to produce a culturally sensitive 2D explainer animation series supporting the Yes campaign for Australia’s 2023 Voice to Parliament referendum, a nationally significant, federally funded initiative.
The objective was to explain complex referendum information, address misinformation and encourage informed participation among Aboriginal and Torres Strait Islander communities, including audiences in remote Western Australia. The animations were adapted into five First Nations languages, including Kimberley Kriol, to support more accessible communication across diverse communities.
Delivered ahead of schedule, the campaign videos were distributed in English and translated versions. The project recorded more than 1,100 social media views, helping extend community awareness and engagement with the referendum’s key issues.
Creative Direction
To produce an engaging and culturally sensitive 2D animation series supporting the 2023 federally funded Voice to Parliament referendum initiative, 1 Minute Media’s creative team developed detailed concepts, screen designs, customised storyboards and animation assets to communicate complex public information clearly.
The animation was designed for multilingual adaptation, supporting versions in five First Nations languages, including Kimberley Kriol. Drawing on Indigenous design elements, our animators developed a distinctive visual identity while working closely with Aboriginal Family Legal Service to ensure cultural sensitivity, accuracy and relevance for Aboriginal and Torres Strait Islander audiences.
The production approach also supported social media edits, digital distribution and potential reuse across different communication channels. Delivered ahead of schedule, the completed animation series combined accessible storytelling, culturally informed design and multilingual communication to support community engagement across remote Western Australia.

Results
1 Minute Media’s multilingual 2D animation series supported Aboriginal Family Legal Service (AFLS) and Aboriginal Interpreting WA (AIWAAC) in delivering culturally sensitive referendum education to Aboriginal and Torres Strait Islander communities across Western Australia.
Alongside community education forums and events, adapted versions of the animations were distributed through Instagram, Facebook and LinkedIn, extending the reach of the campaign beyond in-person audiences.
On Instagram, campaign posts generated more than 1,100 views from an account with just 353 followers, achieving the account’s highest engagement. AFLS Facebook Reels also received more than 560 views, demonstrating organic reach without a paid distribution budget.
The project demonstrated 1 Minute Media’s ability to deliver culturally informed, multilingual government communication through 2D animation, combining creative production with accessible messaging for diverse and geographically dispersed audiences.
